Anis Mokded

Design, commissioning and operation of mission-critical data centers

Paris · assignments in France and abroad
Languages : French, English, Arabic
Field : Construction & commissioning

BACKGROUND

An electromechanical engineer, Anis Mokded has spent more than twenty years in mission-critical infrastructure, on the side of those who design, accept and run data centers.

He led a Tier IV data center project end to end: scoping and capital budget, technical specifications, management of design studies with specialist engineering firms, works supervision, test protocols and acceptance. The site obtained the dual Uptime Institute certification, for design and then for the constructed facility. He then took over as site director, building the operations team himself.

For a national telecom operator, he was technical lead for the design and acceptance of more than 150 technical sites and edge data centers: design review, compliance checks, integrated systems testing (power, cooling, generators, UPS, detection, monitoring) and acceptance without reservations. More recently, he ran operations for hyperscale and AI campuses of more than 100 MW, with a team of 45.

WHAT HE BRINGS TO A DATA CENTER PROJECT

Between a design and a running site lies commissioning. That is where delays, overruns and costly operational defects hide.

Technical audit and diagnosis: actual condition of HV/LV power, cooling, fire safety and monitoring systems; upgrade or fault-resolution recommendations; ability to absorb higher densities.

Engineering and design: specifications, feasibility and design studies (concept, detailed design, tender documents) for standard and hyperscale data centers, consistent with the target availability level and standards (Uptime, TIA-942, EN 50600).

Acceptance and commissioning: factory and site acceptance tests, pre-acceptance inspections, punch-list closure, commissioning levels 2 to 5, as-built files.

Governance and operations: SLA compliance, critical incident management, business continuity and disaster recovery plans, MOP/SOP/EOP procedures, escalation matrices, root cause analysis, team training before opening.

WHO IT IS FOR

Developers building or accepting a site, investors and lenders who want an operator's view of an asset, operators preparing commissioning or an upgrade. See also our Readiness Manager offer.

HOW HE WORKS
