It is one of the measures developers were waiting for. In the second phase of France's electrification plan, presented in mid-October 2026, measure 16 has RTE introduce, this autumn in the Paris region (Île-de-France), a mechanism for overbooking grid access. The stated goal: at least 1 GW of additional capacity for industrial and digital projects in the region.

1. WHAT IS ANNOUNCED

The starting point is simple: the many grid access requests create delays, while the physical grid is usually not saturated. Not every project that reserved capacity will be built, and some will ramp up gradually. RTE is acting on this by freeing at least 1 GW immediately, with three stated effects:

RTE's three stated objectives Industrial projects limited because of saturation risk will be freed from that constraint
Projects that had to wait for grid reinforcement will see their timelines shortened
New projects will be able to obtain capacity reservations

2. WHAT IT MEANS FOR A DATA CENTER

The official text (measure 16, our translation) "Offer data centers faster access to full power (without limitations) in exchange for a financial commitment, in order to fight speculative capacity reservations."
Timeline: "parameters set from mid-October and implementation in the Paris region, followed by a study of applying the measure in other constrained regions".

The government's press kit mentions only the financial commitment. The gradual ramp-up comes from RTE's own communication.

Data centers today account for 95% of the power reserved in the Paris region. The mechanism treats them specifically: removal of their limitations and access to full power, faster, in exchange for two things:

A financial commitment showing the project is serious. It is the tool chosen to fight speculative reservations.

A more gradual ramp-up. This is what allows RTE to secure the overbooking: the power is available, but it will be drawn in steps.

For developers, the message is clear: the power exists, but it has to be earned. A well-sized, well-phased and financially solid project will be better placed than one that reserves big and waits.

3. WHAT REMAINS TO BE SET

The parameters have been under discussion since mid-October, with the energy regulator (CRE) and Enedis. A first consultation meeting has taken place. Several points will decide whether the mechanism suits a given project:

Open questions The amount and form of the financial commitment
The required ramp-up pace, and how flexible it is
How it fits with technical and financial proposals (PTF) already accepted
Eligibility criteria, in particular for industrial projects
The timeline for extending it to other constrained regions, such as Hauts-de-France

4. WHAT TO DO NOW

Review the project's phasing. A gradual ramp-up becomes a condition. A realistic power schedule, step by step, beats a maximum reservation from day one.

Prepare the financial commitment. You will need to be able to post it at the right time, which means discussing it early with lenders and investors.

Follow the consultation. The parameters set in the coming weeks will show who benefits from joining the mechanism.

Get the connection request right. Total power, phases, fallback options: that is what will make the difference. See our support for an RTE PTF request, and what major national interest (PINM) status changes, which is a separate mechanism.

FREQUENTLY ASKED QUESTIONS

What is RTE capacity overbooking?

A mechanism in which RTE grants more capacity than is strictly available, on the basis that not all reserved projects will be built and some will ramp up gradually. In the Paris region it is meant to free at least 1 GW.

What are the conditions for a data center?

A financial commitment showing the project is serious, and a more gradual ramp-up. In exchange, the data center gets faster access to full power, without limitations.

When does the mechanism apply?

Parameters are being set since mid-October 2026 with CRE and Enedis, for implementation in the Paris region this autumn, followed by a study of extension to other constrained regions.

Is it linked to major national interest (PINM) status?

No. PINM status comes from the Planning Code and a decree. Overbooking is a reform of RTE's queue, open to industrial and large consumers in the Paris region.
