RTE and Enedis have launched a joint trial: the Portail Flexibilités, a single entry point where both grid operators buy demand or generation modulation to solve local constraints. The French regulator, the CRE, approved its rules on 22 July 2026.

WHAT IT IS

The trial in brief Operators: RTE (transmission) and Enedis (distribution)
Purpose: buy flexibility to manage local congestion and works
Products: with or without capacity reservation, including multi-year commitments
Rules in force: 1 September 2026, for at least two years
Initial scope: departments in south-west France and Occitanie

Rather than reinforcing a line or substation for a few hours of constraint a year, the grid operator pays a party able to reduce consumption or adjust generation, at the right place and time, with verifiable metering.

WHAT IT MAY CHANGE

For batteries: a well-located battery can sell a local congestion service on top of national markets. Revenue is modest and limited to some areas, but location on the grid increasingly drives asset value. See battery storage in France and hybrid solar, battery and data center projects.

For data centers: servers cannot be switched off, but some sites have levers: batteries, cooling inertia, non-critical loads. A site able to modulate part of its demand reliably has value for the local grid. Over time, that capability could also matter in connection discussions in constrained areas. It is not part of the current rules, which cover buying flexibility, not grid access.

THE TAKEAWAY

The trial is limited in space and time and does not yet change data center economics. But it sets a principle: the grid can pay for a service delivered at a precise location. Developers with storage should follow the feedback reports and any extension to other regions.

FREQUENTLY ASKED QUESTIONS

What is the Portail Flexibilités?

A joint experimental platform where RTE and Enedis buy demand or generation modulation to solve local congestion or works constraints.

Can a data center sell flexibility in France?

In principle, a site able to modulate part of its demand with reliable metering, for example through battery storage, can offer flexibility. It depends on the area, published needs and metering conditions.
