Every one of these constraints has a different root cause — Ireland's grid capacity, Dutch national planning policy, Frankfurt's saturated substations, London's interconnection backlog. But the effect across the group is the same: FLAP-D combined vacancy sat at 6.4% in Q2 2026, and data center capacity pricing across the group is projected to rise roughly 12% this year as supply keeps losing ground to demand.
WHY PARIS IS THE EXCEPTION, NOT JUST LUCKY
Paris didn't dodge the FLAP-D slowdown by accident. Market analysis attributes its lead in H1 2026 deliveries specifically to two structural advantages: France's nuclear generation base, and EDF's pipeline of grid-ready brownfield sites — industrial sites with existing high-voltage infrastructure that can be reused rather than requiring a connection built from scratch.

It isn't that France has more raw grid capacity than its neighbors everywhere — it's that a meaningful share of that capacity sits behind existing industrial connections that don't need to be built from zero.
THE INDUSTRY CONVERSATION HAS VISIBLY SHIFTED
At sector conferences this month, the framing has moved on from whether AI-driven data center demand is real — that debate is largely over — toward where that demand can physically land, who pays for the connection, and what happens once several traditional markets in a row have effectively said no to new large loads on ordinary terms. Sessions on grid connection strategy and social acceptability, once a side conversation, are now headline agenda items.
WHAT THIS MEANS FOR A DEVELOPER COMPARING MARKETS
"Paris is open" is not the same claim as "France has unlimited capacity" — brownfield HTB sites are a finite, specific resource, not an open tap, and RTE itself has flagged a share of reserved capacity as unlikely to convert into real projects. But relative to a peer group where a moratorium, a connection pause, the tightest vacancy in the cluster, and a tripled queue are now the norm, France's brownfield route is currently the most credible path to a realistic timeline among the historic FLAP-D five.
